The tools will be: writing, proposals, introduction, evaluation and, if required, the correction of the programmes around the objective. Eventually the results will be published to become accessible to all the members and partners. The programmes set concrete objectives and adapted terms. Programmes are the result of a plan that provides coherence to all the structure. Self-criticism and feedback between all the people involved are always necessary and useful. A global evaluation of the objectives’ consecution will be done every year.
We are thinking about making a special mention to the best partners who have cooperated the most. This mention might also go to a hairy animal, to a feathered animal, to an amphibian, to a fish or to a reptile.

PROGRAMMES

To achieve such an objective we have developed a global plan that includes different campaigns:
- To convince people, to minimize animal’s abandon and to maximize the adoptions of dogs and cats that currently live in very precarious conditions.
- To a responsible animal’s holding which implies veterinary care, ethological attention when needed and a continuous update of the knowledge of our animal companions.
- To live in harmony with other citizens who neither have to step over animals’ excrements nor be bothered by avoidable noises.
- To promote the performance of the rules, which even when dictated by experts and signed by institutions, are not respected by Officially Public Centres.
- To promote administrative and public complaints about demonstrable cases of animal mistreatment, even when it’s caused by ignorance, explicit sadism or mental illness.
- To strengthen and to encourage the lawmakers to create ANIMAL’S LAWS, without fear or shame, setting and example to everybody and becoming effective.
- To make a list of public places where animals are accepted. Having an animal should not be incompatible with going on a trip on vacations or having a wide social life.

And at the same time, those who have no animals could enjoy a positive experience close to them when considered as a health source, helping to improve socialization problems and in learning processes. We live in a society with many organizations working on animal’s welfare, but unfortunately, even these societies have not such an influence in a culture that tends to transform animals in things.
Animals are elements of economic transactions and there is still a lot to do in the juridicial area where only the damages suffered by an animal’s owner are punished, never the damages suffered by animals themselves. It’s quite astonishing the suffering of the animals with no owner (although we should say, without attention). The fact there is a lack of a person or entity taking care of every living being, sentences animals to charity. Animal’s reclusion and sacrifice to avoid illness takes all its qualities away. They are alive, sensitive and mostly all of the time, a source of satisfaction to human beings.

Pre-industry statements still in the digital era, as veterinary science and ethology would not exist, should be modified. Eccentricities that make an amusement motive out of a pet or snob shopping cannot be considered as an evolution form to animal’s welfare.
